Nuclear energy safety challenges in the former Soviet Union : a consensus report of the CSIS Congressional Study Group and Task Force

Fifteen nuclear reactors of the type that exploded at Chernobyl in April 1986 are still operating in Russia, Ukraine and Lithuania. The West, concerned about the safety of these reactors, wants them shut down, but the host nations refuse, arguing that the electricity the reactors supply is much too important to their economies. This report defines policy options and prescribes procedures for implementing those options for the acceptable resolution of the nuclear-power safety issues facing the former Soviet Union.
